In the Holy name of Allah Most Gracious the Most Merciful


Ladies and Gentlemen,

It is with much pleasure that I represent His Highness the Prime Minister Sheikh Nasser Al-Mohammed Al- Ahmed Al-Sabah  at the inaugural festival of the Arab World Culture, held by the Kuwaiti Women's Affairs Committee in coordination with the Arab Group at the UNESCO, and which aims at portraying the bright civilized aspect of the Arab woman.

It is Also an honour for me to convey the compliments of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, His Highness the Father Amir Sheikh Sa'ad Al-Abdullah Al-Salem Al-Sabah ,His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah and His Highness the Prime Minister Sheikh Nasser Al-Mohammed Al-Ahmed Al-Sabah. They have all expressed their hope that the festival accomplishes its noble objectives; which are to inform the world about our Arab heritage, distinguished civilization and exquisite culture that has been a beacon of light guiding many world civilizations and cultures.

It has not escaped me, to express my gratitude to the Kuwaiti Women's Affairs Committee and all Gulf and Arab institutions and authorities which have undertaken to organize this event in the French capital Paris, the capital of lights and science, in order to link and culturally connect Arab countries and other countries from around the world, at a time when our Arabic culture and the thousands of years of civilization faces increased challenges.

Ladies and Gentlemen,

Our Arab heritage is rich in content, expression and ability to contain all that is new; it is steadily growing with every addition by specialists and intellects in order to keep pace with the changes of modern life and scientific conquests, while maintaining its originality that links it to its roots without restricting its proliferation and communication with other cultures, and aspiring to the wide horizons of the future.

Man cannot live in isolation; he must interact with his surroundings. All civilizations were a result of the coming together of ideas and cultural integration. Here, the Kuwaiti woman, whom has always been in the forefront of many fields, undertakes this prominent initiative which presents to the world the true picture of our ancient Arab societies with their civilization and culture, and our modern societies with their development, creativity and preservation of their values, principles and heritage. I am completely confident that the festival entitled (For Creative Human Communication) will be a first of many similar Arab cultural events in various parts of the world, to extend the hand of cultural and peaceful co-existence, and to emphasize the principles of cordiality, compassion and justice in our relations with others.

It is not an overstatement when I say that the Arab woman, with all her resources and potentials faces great responsibilities at present and in the future, which she must assume for the future of our country and its people. She must apply her capabilities to the challenges of civilization in order to become a partner in development and progress.

Ladies and Gentlemen,

I welcome you once again and extend the sincere best wishes of His Highness the Amir, the government and the people of Kuwait, wishing your festival every success.
