I was honoured to accept Your Highness' wish of assuming the post of Prime Minister. I convey to you my esteem and respect for the invaluable confidence you have placed in me and fellow ministers, having sworn the great oath before your highness to bear the responsibility at perhaps the most critical stage in the country's history. We pray to the Almighty for His assistance and guided by your Highness' wise directives, we affirm our resolve to exert utmost efforts to overcome obstacles and achieve accomplishments in the interest of the country and citizens, so that the State of Kuwait remains in high standing in the region and the world.

Your Highness we undertake to act faithfully in honouring the great oath, and confirm our commitment to intensify efforts to achieve fruitful and positive cooperation with the venerable national assembly; our partner in bearing the national responsibility through our firm belief in the necessity of this cooperation in response to your Highness' insightful directives, and in observance of our constitution, laws and conventions, which established and organized relations between the legislative and the executive powers and all other state institutes.

We pray to Allah to guide and assist us along the path in the interest of Kuwait and achieve the aspirations of its people under the wise leadership of Your Highness and the support of His Highness the Crown Prince.
