In the Holy name of Allah The Most Gracious, The Most Merciful.

Ladies and Gentlemen,

Assalamu Alikum Wa Rahmatullahi Wa Barakatuh.

It gives me great pleasure this evening, to meet with the distinguished elite of Kuwaiti doctors in the Public Authority for Applied Education and Training, carriers of the torches of science and knowledge for our dear country. They are placed in the forefront of the country’s human wealth, believing in their leading scientific and intellectual role in one of the most elaborate organizations for higher education in Kuwait. I am pleased to meet your colleagues from the Kuwait Institute for Scientific Research, who are exerting utmost effort to elevate scientific and applied research.

Through our appreciation of you, and pride in you, our strong conviction in your noble scientific and educational mission, and your leading role in supporting efforts for development, progress and modernization, your country and its people and institutes pin high hopes on you as the bearers of the torches of science, lighting the way to a promising future by the will of Allah.

Accordingly, we must put into consideration the speech of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah at the opening of the third session of the thirteenth legislative term of the National Assembly that “Our highest hopes are to prepare youths that are able to fulfill their responsibilities in accordance with the need of the time, while boosting their loyalty and belonging. They endure the responsibility generation after generation. There is no doubt that our true wealth is in our youths, they are undeniably the rightful masters of science and advanced knowledge”.

Ladies and Gentlemen,

We are inspired in this instance by the wisdom of His Highness the Amir in emphasizing the importance of education and scientific research to achieve the strategic objectives of the five year plan in Kuwait (2009-2014) which His Highness highlighted by saying:” In this respect, the importance of developing the education and training structure is paramount in developing the Kuwaiti citizen, and providing the needs of the job market. Scientific research is also significant in contributing to all development sectors”.

This is your key responsibility as underlined by His Highness the Amir, and which we are confident, with your scientific approach, you are able to endure and fulfill with competence, through your distinguished scientific efforts in the fields of education and scientific research, effectively contributing to technological and scientific development, and gradually participating in building and setting up the future of Kuwait through your accomplishments in various fields of research, innovation and preparing Kuwaitis with qualifications to carry the beacons that light the future.

I appeal to you all to implement these aspirations and objectives, and devise new techniques and scientific mechanisms for speedy implementation. You are in the forefront, bearing the responsibility of development, and I am confident that the next phase will witness a distinguished qualitative leap in your efforts thanks to your constructive efforts and genuine cooperation.

Ladies and Gentlemen,

On this occasion, I wish to emphasize my personal enthusiasm, and that of all the ministers and senior officials to open further channels of dialogue and communication, they also welcome sharing your opinions and consultations in every way that will contribute to boosting the development of our dear country, and confronting its problems and issues scientifically and objectively.

I pray to Allah to grant you success.
